DHS Final Rule Creating a "Fixed Period of Admission" for F-1 Students and J1 Exchange Visitors and their Dependents
On July 17, 2026, the Department of Homeland Security (DHS) published a final rule to replace duration of status (D/S) admissions with admissions for a fixed end date for F and J visa holders. The new rule and policies will go into effect 60 days from the published date, on September 15, 2026.
